The people who gathered the information used by the University of Maryland are
the Center for Strategic and International Studies (CSIS), "a private, tax-exempt institution focusing on international public policy issues." They are a "think-tank," based in Washington, D.C. Its research is "nonpartisan and nonproprietary. CSIS does not take specific policy positions." So, I guess all those corrupt people in Baltimore are of the hook.
