once Tyrouge hits level 20, if attack>defense, he evolves into Hitmonlee, if defense>attack, he evolves into Hitmonchan, and if attack=defense, he evolves into Hitmontop.

so hitmontop is the hardest to get unless serious mint?

No, not really. First of all, the professor won't run out of Pokemon starters, so you can't get a Pikachu. (unless it's some game based on that that your getting a Pikachu as a starter.)
Second, you can't power up a Pikachu in a game like they did in the show.
And thirdly, because of the above, Team Rocket won't target your Pikachu.
