I went digging into this because I try to avoid the news as it just wears me down with all of its sensationalism. I found the claims that Biden was distributing crack pipes. With skepticism, I decided to go to the primary source text and discern for myself what is being said.
Apparently, there's a grant being given for substance use disorders which are aimed at the effect of reducing risk and potential death for substance abusers/users who are at risk for overdose. So, as I learned, it's aimed at helping people get out of Drug Dependency. I did see that the "crack pipes" as referenced are not mentioned anywhere within the text of the grant. The closest thing that's in there is "Safe Smoking kits/supplies." I checked through the rest of the document, it didn't state what was contained in them.
I referenced the crack pipe claim. Nothing in the document.
I reference Psaki's claim of lip balm and rubbing alcohol. Nothing in the document.
So, I'm curious as to what a safe smoking kit/supply is, sure. Could be any number of things, but the verbiage of the grant is highly ambiguous.
In fact, there are points in the document that strictly say you may not interface with patients and use grant funds to help with detoxificiation/drug use.
