Late term abortions almost always happen either because the mother’s life is in danger or the fetus isn’t going to make it. Late term abortions are regulated or banned just about everywhere.

A baby's pain receptors can develop as early as 4 weeks and they can fully feel pain at 20 weeks. They can feel the abortion.

If you're talking about the 2019 Repeal Act, it was supposed to reduce the amount of physicians required to approve a third-trimester abortion, and reducing the requirement that there be a medical reason for the abortion.

I don't know if you know this, but women are pregnant for 9 months. A trimester means three months. A fourth trimester abortion would mean killing a newborn up to three months old. That's not legal anywhere.
