No, it doesen't mean that.

Also make sure to get some gloves if you want to pick it up, although it's fine without, your hands get pretty cold after like 20 minutes or so

Anyway, if you want to make the snow hard you have to squeeze it, because water melts when under pressure. When you release the snow after squeezing it, the water solidifies again.
