Pfizer and Moderna are legally authorized to deliver their covid shot, but it is definitely classified as "experimental". Pfizer announced that it will not produce their FDA approved "Comirnaty" covid, so the "emergency use" exemption is still allowed as long as there is not a supply of commercially available drug.
