I mean, if we're going for actually really unpopular pokemon, Jynx and Purugly would qualify. I'm just saying, Simpour is the only really unpopular one on this meme, although Skitty doesn't get a lot of mention.
There is a difference between underrated and unpopular, at least the latter typically signifies a general dislike in most cases, whereas the former means it doesn't get its due credit.
