The Senate is in theory like that: representation based on membership in other streams rather than votes.

The Senate has been pretty much non-existent this term tho.

but there is no 2ndary government and the parties arent like states and yea your right but this can go for any position that wanna live in a state in imgflip this could be presidents vice presidents HOS HOC bankers anyone

but i do think this will make things more interesting as not all parties will be going for main government and some parties will go towards running a state or multiple which will be interesting as not all parties wanna run for main government

How exactly would we divvy up the stream into states/provinces? Along what lines?

we have a main government but there is also a government under that for states called state government i say we have these so parties arent all just going for main government and to make it more interesting and to have more options open for those other parties to be able to run for rather than just one thing
more than one party can run to govern a state and parties can own more than one state its all decided by who lives in the states or provinces
to sign up to live in a state you need to fill out a form and the state you live in will be added onto the ID you guys have been given by the DMV
