I just meant in pokemon in general. Beacause there's Misty, Wallace, Juan, Cress, Marlon, Cracker Wake, and hecking Nessa! Why is there so many?!

Probably due to the large number of water type pokemon. That is due, I would assume to the fact that they're easier to come up with.
