There isn't any in my opinion but in McConnell's mind - and likely many other GOP supporters - there is, which is why he unconsciously stated what he stated.

McConnell's latest speech just guaranteed the highest percentage of African American citizens turning out to vote in the next election and when they do, I predict the GOP will yet again proclaim mass voter fraud when their candidates get defeated.
