You are right, it does. Admittedly, I used to like him and do still feel he's a very talented actor. I knew something was up with him, though, when he claimed some years ago to regret making Bachelor Party. It was a hilarious film.
The line is repeated for comedic effect in the meme, as Hanks is scheduled to promote Biden's first year as POTUS. (Why he supports a loser like Biden is still a mystery to me)
