People this days are too lazy to even know martial arts. Besides, vigilantism is nowhere near as effective compared to police intervention and the military or even crime detectives.
A crime can also be something that is against the law. The 'crime' in 'crime rate' means 'something that is against the law' not 'something that is immoral' even though it is one of the definitions of crime.

That is one of the definitions of 'crime' however, the crime rate only counts how much a law is broken. If the crime rate counted immoral actions and not illegal actions, it would be different depending on what the people who count the crime rate think is immoral.
