Some stayed because they had family there, those were the ones who willingly stayed. Others are still there because they couldnt get through to the airport and/or had their passports taken from them. Of course there are also likely a handful of the foolish trying to be seen as heroes who likely shouldn't have been there in the first place.
A lot of translators who worked for the U.S. and were promised relocation, they and their families were also prevented from leaving.
