No actions take place without thought preceding them. The history of ideas, good, bad, and indifferent, is knowing what thought shaped the actions of people throughout history. If you think ideas don't kill, then you'll have a hard time explaining why people do anything, including the cops you say actually are the biggest threat, like their own actions aren't preceded by a host of ideas.
