When RUP was in power, they had the I_P Constitution kept off site, would edit it without a vote. CorRUPtion.

"Edit" is a party in power just striking out or adding whatever Constitution text they want to help accomplish their agenda.

"Amendment" is the stream legislative branch and executive branch voting on any and all proposed changes to the I_P Constitution.
