Article 4, Section 1 of the Common Sense Constitution. Congresspeople are chosen by the parties (NOT the HOC candidates) in a percentage proportional to the percentage of votes they got in the previous election.

Meaning that they are chosen by the party founder? Or are they chosen by the leading party figures? Or do you hold another election? The party choosing can mean a lot of things, and if the party wants to let the HoC candidate choose, they can. That seemed like the simplest solution to me, but I suppose if a party wants to select the Congresspeople in a different way, they're entirely free to do that.

I suppose it would be open to interpretation. I’m consulting all members of my party on how they want to figure out who gets what seats, but not every party is going to do things the same way.

That's just fine, each party can do what they want. But if the party can't decide on how to do it, it'll default to the HoC candidate.
