so people can not follow the TOS, like harassing people and shit, but if an underage person comes their all "Oop, you're younger than 13! *bans*" like bro she's proven to be mature enough, people are banning her ONLY because she's underage. Besides, an owner unbanned her in the first place, in favor of a lot of others.

Other people not getting banned for breaking the rules (which you gave no examples of) has nothing to do with banning a person who is breaking the rules simply by having an account.

If there are other people breaking the rules (and you have proof of it), then ban them, too. But don’t tell me that someone shouldn’t be banned simply because other people haven’t been banned for doing completely different things.

Alr. Let's take Jonathan for an example. He harassed people, brought up genders, JUST to cause drama, and acted immaturely when getting temporary ban. But he was a favorite among this stream, so he never got banned.
Kawaii, on the other hand, was mature, and she was only banned because she was honest about her age. If you have no proof or no reason to ban her, she shouldn't be banned. The people in favor of banning her don't have any strong reasons or evidence that they should, other than "ban her because she's underage." If you want to try to get her to stay banned, you're going to have to bring some better evidence.

And yes, being underage is very good evidence to ban someone. Don’t pretend like it isn’t. It is LITERALLY one of the fundamental rules in imgflip to be 13 and over. Nothing you say or do can make this fact go away.
