"U.S. regular retail gasoline prices averaged $2.60 per gallon (gal) in 2019, 11 cents/gal (4%) lower than in 2018. Gasoline prices rose steadily during the first quarter of the year, rising from $2.24 on January 7 to $2.90/gal on May 6." From the U.S. Energy Information publication "Today in Energy" published January 8, 2020. Energy prices tend to fluctuate based on the crude market. One could say gas cost $2.24 a gallon or $2.90 a gallon in 2019, and not lie.
I wanted the prices I chose to be fair representations of similar market conditions. Trump took office after most of January had elapsed. So I chose February as the month I would use to compare prices. Still the $1.94 a gallon that you report appears to be a lowest price in a survey, probably in South Carolina, rather than a National Average. That is called "gaming," the numbers.
