my mom literally does not follow through with any of her parental responsibilities. her excuse? "oh, i can't buy you edible, non expired food, i'm not wearing pants and i will never put them on again"

Now that does suck, and it is definitely at the fault of the parent for both doing that and leaving an impression on your younger sister.
