Here in New England, people take emergency precautions no matter how little snow we get. Bread and milk, radios, blankets, the works. Then we're disappointed that it didn't snow at all and start the cycle over again.
I never got why people buy milk whenever there is going to be a storm. If the power goes out for too long then the milk goes bad and you wasted your money, but I buy milk too so I guess I can't say anything. ^^'
