You have to caption a meme in order to be shown for users to use it, then it will be captioned for more use and become popular for more usage.

He called them smart, how is this rude?

He used *ass* as a little insult, I took an offense to his rude comment.

Bruh, just because I see everything what I or everyone was doing, doesn't mean I am smart about it. Can you not complain about who said it that was true or you'll end up like the others.

So far as I know
A meme that is built on a template will always show Caption this Meme.
The problem is sometimes people might make a custom meme without making it a template. They may even import the exact image a popular template is based on but it won't show the button because they didn't start with the template or make a new template.

It doesn't show even though bottom one is a public template.

My bad for not reading the OP again before writing.

Well, FillyBloom's got a point, if you shared it, you should caption a meme to be shown so users can use it, when it gets popular, the usage will be shown if the date points it out.
