Oh, by the way it is not just shoplifting. It is any theft. San Francisco residents who park on the street have learned to leave their cars unlocked to avoid having to buy replacement windows.

It is state law. Shoplifting under $950 is a civil violation. It’s like a parking ticket. If, and that’s a very big if, you get caught and arrested you make restitution and pay it a fine. But every police department in California will tell you they do not have the resources to pursue theft crimes.

Basically they have made it a petty crime which will not be enforced. Presently two individuals in San Francisco are being prosecuted for dozens of retail thefts each. Those are the exception, not the rule. Several of the perpetrators at Nordstrom‘s, I believe, were apprehended at the scene. My understanding is that was an after hours break in.

should have hired more minority community guards :)
