Constitutional Amendment to Establish A Standard for Congressmen and Senators (CAESCS)
Section 1: Establishment
Congressmen and senators are expected to be present in at least 50% (over the span of at least ten votes) of their respective sessions. They should mark their vote and presence by commenting on said vote with either “Yea”, “Nay”, or “Abstain”.
Section 2: Enforcement
The HoC and HoS are the primary enforcers of this amendment, they should keep tabs on each of their house’s members, and if they find that a member falls below the 50% threshold, they may begin the process of impeachment as laid out in the constitution. Though, any member of congress can attempt to begin an impeachment trial on such charges.
Note: the owner may also need to make executive decisions in extreme cases.
Section 3: Exceptions
A member of congress can request a leave of absence (LOA) from the head of their house, for a specified amount of time. If they exceed their LOA time and still do not return to being active, they can start being counted as absent from votes.
Exceptions should also be made for good reasons even if a LOA was not requested.
