Are you a mod in that stream? If so, you may enforce stream rules as well as site TOS rules which limit prohibit harassment. If you are not a mod, I recommend reporting to the stream mods first before involving community mods or global mods. If your efforts do not achieve results, let me know and I or another mod can get involved.
