sloth's suggestion: Either Congress via a vote, OR, the appointed "Secretary of Treasury" (a different official than the Head Banker).
The Head Banker manages the day-to-day, nuts-and-bolts of the Bank, while the Secretary of Treasury is a sort of political liaison empowered to make Bank-related political decisions like salary rates (potentially), the price of theme days/weeks, exchange rates, controlling inflation if it gets out of hand, those sorts of things.
