Depends on what you mean by "ghosts". In the traditional or pop culture or like... secular sense, I don't believe they exist. However, demons and angels can and do influence things here on Earth. And I do believe that fact can be found somewhere in the Bible... Not totally sure but.

When people die, they 'sleep' until Judgement Day. Then they either go to heaven or they go to hell.
The Bible gives little info about this 'sleep'. However, one can be 'woken up'. Saul awakened the prophet Samuel once (1 Sam 28). However, he had a medium do it for him. This seemingly contradicts the theory that people go to heaven immediately they die. After all, how can a Satanist contact heaven? This means that it is possible all dead people are 'resting' until Judgement Day.

Well, the Holy Spirit was once the Holy Ghost. Angels can manifest. Demons can manifest. The bible makes it evident that death does not leave room for one to wander as a spirit. However, creatures on a purely spiritual plane are shown to exist. So ghosts being spirits, yes. Ghosts being people, almost always no. I personally believe in them due to my own experience, but the Bible says what it says. Being a Catholic, that fact does not define everything I think.

Demons can get to earth

I don't see why Dead People couldn't also get to earth

I had a joke theory that earth is actually hell but nobody knows it until they die and stay here and have to sit and watch everyone else so dumb stuff
