lol no. Fully preventing someone from using a website is pretty much impossible. An E-mail ban is petty useless since he can make more. An IP ban may work, but he could get around that by using a VPN, which effectively changes his IP address. Even if he doesn't have a VPN, he could use a non-static IP address, and any IP ban would last a couple days at most. Even if they find solutions for all of these, he could use some public computer or a raspberry pi, or any other simple computer, that he could re-flash the OS onto any time he wants a seemingly new device.
