What happens if, a party gets, let's say, 13% of the vote?

We’d probably round that up to 15%. Same with 8%, probably go ahead and round that up to 10%.

And on the other hand, a Party that wins 27% gets rounded down to 25%. So they win 5 seats.

Randomness’s original proposal for minimum criteria to join Congress was a threshold of 5%. However, in a 40-voter election (which is typical), that’s only 2 votes. So a party could send a representative to Congress with just 2 votes, not even enough to fill a whole ticket. Example: Steel Party could send Shuriken to Congress with just the votes of Shuriken himself and xxminecraftboi, who is constantly getting accounts deleted for harassment, racism, and death threats and hardly qualifies as a citizen IMO.

We want to make small parties viable, but a 5% threshold perhaps encourages small parties too much.

Wanted to get the community’s thoughts.

Using the case of the Steel Party, that wouldn’t be the case if I remember correctly. Since Minecraftboi has been banned multiple times by Sitewide Mods, he would be ineligible to vote, leaving only shuriken eligible to vote, meaning Steel Party would not be getting the required threshold to vote without gaining another voter.
