It was like her parents were unhappily married her father was a pureblood and he worked as a janitor in the ministry of magic. Her mother, a muggle. her brother was a squib. her mother ran away with Dolores's brother. So Delores lived with her father. She hated her father. when she was old enough she worked In the ministry of magic as the senior undersecretary to the minister. her colleges asked her if she was related to the umbrigde the janitor, she denied and pretend to not know her father at all. She hated children and like Pettigrew, she joined the side she thought was more powerful. Like she was working with the ministry but when You know who took over she started working for him.

wow... i would ask why she applied to be the defense against the dark arts teacher when she hates kids, but it was probably because she thought it would help voldy

You have to see this from HER pov
According to her, Harry Potter was lying, according to her, Voldemort was dead, according to her, the ministry was more powerful than Dumbledore. According to her, Dumbledore had a secret society against the ministry. She is a Slytherin. (Slytherins value cunningness, intelligence, ambition, power)
As the undersecretary, she hardly got to make her own dessicions it was the minister who gave the instructions. When he appointed her as the teacher, I bet she gladly accepted because, she finally got the attention she always wanted, (who cares about the children?) She could do whatever she wanted as fudge won't fire her, as he was the one who appointed her. (Ah that satisfaction she got when she could inspect the teachers! that superiority!)

I definently didn't know about THIS, but I could tell that she wasn't a pure-blood. The start in Book 5, that should give you a clue. Also, the fact that she bought the locket off of Mundungus Fletcher.
