N.E.R.D. Constitution - a work in progress - haven't yet ironed out the provisions, but these are some of our core values. Much of it was written before the IG impeachment, but I've dropped a couple new comments based on that experience.

The #1 thing we need at this point is a reformed Congress. The current system where the President, Vice-President, and Head of Congress get to personally select the lion's share of Congress seats doesn't bear any resemblance to any democratic system I know of.

N.E.R.D. has proposed a proportional Parliamentary system of allocating seats - 20 members, 5% of the vote equals one seat. However, multiple Parties have their own proposals for Congressional reform, and so I'm not sure we ought to try at this point to establish once and for all exactly how that ought to be done.

If Congress actually represents the stream, then a lot of the problems we've been seeing will be capable of being resolved.

For reference, here's the Congress roster as it was announced at the start of this term. It's a little out-of-date at this point but still mostly right.

I've placed upvotes next to the Congressmen who are consistently active in the stream. Two of them were "automatic picks" of the runners-up in the last election, a gesture toward fairness but not nearly enough.

IG's picks here are especially suspect. Not a single one posts in PRESIDENTS regularly except when called upon to vote, three are hardcore right-wing politics people and Fak_u_lol seems to be mainly about being anti-anime.

The equivalent would be if I won the election and then chose whistlelock, AN0NYMOUS, 2SpiritCherokeePrincess, and Cerebrophage for Congress just because they're my PoliticsTOO people. I don't think people here would accept that, and they shouldn't.

I’ll admit I’m still not a big fan of the Parliamentary system as it means tiny parties just starting out remain shut out from the government and that it could have some consequences for the Presidential elections as weaker candidates are less incentivized to get behind a stronger candidate in order to get more Congressional representation. However it is leagues better than the current corRUPt system, so if given the choice between the two, I’m going with the Parliamentary system.

If 40 people vote in the next election, which seems about right off the top of my head, 40 x .05 = 2.

Two votes! That’s all that’s needed to send someone to Congress. This would be a very large Parliament, in relation to the number of citizens represented. Small parties wouldn’t be shut out at all, as long as they can get 2 votes, which isn’t even enough to fill a whole slate of candidates. (But is just enough to fill a Presidential/VP ticket).

If the eligibility criteria were set at 7.5%, then that would be equivalent to 3 votes in a 40-person election. And so on.

The constitution was the only thing I haven’t investigated and looked at yet.
