Our proposal is for a Parliamentary system, which is better suited for a multiparty democracy like the one we have here.
—Congress expands from 15 to 20.
—1/20 equals 0.05, or 5%. This means one Congress seat is equal to 5% of the vote.
—Each Party decides for itself who will represent the Party at Congress.
So, assume the following election results: N.E.R.D. 35%, RUP 25%, HCP 20%, CSP 15%, Pepe 5%.
Congress would look like this:
NERD: 7
RUP: 5
HCP: 4
CSP: 3
Pepe: 1
And here’s a critical point. Every Party would get to decide for itself who to send. So, RUP could send IncognitoGuy, if they chose, even though I impeached him and if it were up to me filling the seat I would choose a more moderate RUP member. This ensures Parties remain truly politically independent and can’t be yanked around by the ruling Party.
This also means Parties also have control over filling their own Congress replacements (for afk-ness, or promotion to the Cabinet, etc.) so that the composition of Congress doesn’t end up skewing in favor of the ruling party as the term continues.
