It's up to Stream Owner(s).

2020-10-13 the site added an option for Stream Owner(s) to allow or exclude anonymous submissions in the stream settings.

That setting was selected for most of Imgflip's featured streams back then, cats stream being the exception.

Well, cats stream no longer allow such posts.

I hadn't noticed, looks like that was updated about 3 months ago. I presume some user was abusing the setting.
