I don't think I'm the one who doesn't understand how basic maths works. So I will repeat since you're clearly struggling.
Let's say we're voting on a Constitutional amendment, which required a 2/3 supermajority. 9 vote yes, 5 vote no, 1 abstains.
There are 15 Congressmen but since 1 abstained there are 14 voting Congressmen. 9 out of 14 is just short of two thirds. But since the Vice-President can cast the tie-breaking vote here, if he votes in favour that makes it 10 out of 15 which is exactly two thirds.
