I do think Stumblin' Bumblin' China Joe was chosen by the radical left because they knew he could be controlled. Basically, Joe promised to do as he was instructed, in return the left would allow him to be the figurehead POTUS, which is something Joe has coveted for decades and sold his soul to attain.
