And even if Ivermectin did work it's a theoretical treatment for Covid not a preventative measure. So citizens taking Ivermectin would have no effect on the number of cases.

That last bit is faulty logic. If a treatment works, then presumably folks recover. Folks who recover have antibodies and therefore can't get COVID again, at least not in any relevant capacity. That means the pool of possible folks who could still get the virus are smaller, leading to a lower overall percentage of the population getting COVID and therefore a reduction in time of cases.
