Some ways out of this quandary:

—Independence Fund decides on a policy that it will not issue its award to a Party that has devoted itself to tyranny and purging established parties, as that would be a mockery of the benign purposes of the fund.

—RichardChill’s alt has been selected as HoC so AoS is not truly a “new party” for purposes of the Fund.

—The government has the power to formally sanction and direct the Bank not to distribute funds to a terrorist organization masquerading as a “Party.”

—The Bank itself adopts a policy of not doing business with terrorists.

Uncomfortably few institutions in the modern world are designed with the idea in mind that they might one day be hijacked, co-opted, and subverted by fascist ideologues.
