California needs a better solution for its massive problems than more money. They have plenty of that. What they don't have is, I don't know, functioning programs to help people make the jump from the streets to its INSANE cost of living and working.
In short...if they'd actually try to help people help themselves, instead of just letting people help themselves to their streets and homeless shelters indefinitely, they'd be so much better off.
