He did say that but he said "your rubber stamp congress." OP will choose his own congress. But since he is in the Common Sense Party, he'll also choose members not in CSP. Hopefully.

There's nothing wrong with overriding a vote. There might be something a President wants to get in the stream. Handpicking their own congress is just bad and impossible, since the runner ups will always be in congress.
