I don't think you really read this article. I think you were told about it, and how "it proves facemasks don't work!!!!"
You need to read what they actually wrote instead of seeing what you want it to be.
If you had read it in an objective way, you'd have noticed things like this " Most studies were underpowered because of limited sample size, and some studies also reported suboptimal adherence in the face mask group."
So, small data sample and poor adherence to wearing a facemask. That's really important and doesn't look good for your claim. But let's keep going.
This study is talking about loose-fitted surgical masks and not properly fitted and correctly worn face masks or N95 masks. If you had been reading critically, you would have seen sentences like this:
"We did not consider the use of respirators in the community. Respirators are tight-fitting masks that can protect the wearer from fine particles (37) and should provide better protection against influenza virus exposures when properly worn because of higher filtration efficiency. "
And then further on, it talks about how properly fitted facemasks for use of non-healthcare workers is essential to reduce the spread of airborne water droplets. It also links to a specific article about using facemasks with SARS respiratory diseases. This one:

So, what you think it says isn't the case. It DOESN'T SAY that facemasks don't work. It DOES say that loose-fitting and improperly worn facemasks do not help reduce the spread. It also says that a properly fitted facemask, worn correctly, will reduce the spread of respiratory diseases.
Which the CDC has been saying for some time now.
