The rule applies to every stream user, IMO, but it *certainly* applies to candidates, since they’re the most likely targets of mudslinging. If the rule doesn’t protect candidates at the very least, then the rule has no meaning. There’s no “Campaign season” limitation in that rule. Note, however, at this early point I have been nominated President of the N.E.R.D. Party. Indeed I was the founder.

Blowing apart the mudslinging rule would encourage memers to spend 25 hours a day on opposition research combing through their opponents’ Imgflip profiles for memes and comments to take out of context. A recipe for disastrous, confusing, and off-topic campaigning.
