Why illegal?

because "they pose a threat to native wildlife, the agriculture interests of the state or to public health or safety."
it's not aimed just at axolotls only, it's towards genus Ambystoma in general
they don't want them to escape, live in the wild, and breed with other native species or outcompete them

I happen to live in California
but the same law also qualifies for Maine, New Jersey, and Virginia.
However, in New Mexico, they are legal to own but illegal to import from other states. In other words, you can have to buy the axolotl in New Mexico. You can't bring an axolotl from Arizona to New Mexico.
