The random President idea reminds me of the Designated Survivor show. Basically every time there's a State of the Union address they need someone in the line of succession to go to a secret location in case there's some catastrophic attack at the Capitol that kills everyone. In this show the Capitol blows up and some random guy with no qualifications to be President who was appointed Secretary of Housing and Urban Development and was about to get fired anyway which is why he ended up sitting out the State of the Union suddenly ends up as President of the United States.
