There's no expectation in the rules.

the rule says you have to have followed two weeks prior to the election, since he did that, i don’t see any issue here.

So he's not eligible to vote according to RUP's own law.

anyhow, you could ask whoever wrote this law (i believe pr1ce or wubbzy) if he is eligible. obviously, he's voting RUP, so they'd probably say yes. but the law states that all you have to do is follow the stream at least two weeks prior to the election. even if he unfollowed he still followed more than two weeks ago, so ill allow him to vote.

Chances are it won’t come down to literally one vote.
