That doesn’t change much, wouldn’t China already be making most electric car batteries anyways. China has the largest global manufacturing output at 28.7%. It also stands to reason that anyone else would probably opt for the same, if China didn’t contain over 1 million tons of lithium.

Hiw does the president control who makes batteries?

These electric cars are being manufactured through Federal Subsidies.
If you knew anything at all you would know that government contracts are generated in House of Representatives and signed by the President.
You would also know that The President is the only American who can enter the country into foreign trade deals. Negotiating trade with foreign countries is one of the only three things the President of The United States actually has the power to do.

I DO no quite a bit about government contracts. And I understand that without the subsidies Tesla and the lot would not be able to sell a tenth of what they sell. However, the meme states "Biden gave China the contract to make ALL the batteries for electric cars". Splitting hairs perhaps, but he did not. Perhaps the contract for ALL batteries to be purchased directly with funds from the federal government, but other manufacturers such as auto, plan, household, solar can purchase their batteries from whomever they want. That was my clarification.

I think you could just as well have let it be. It made the point I was trying to make. I try to make people think. To question things. Whether what I say is accurate to the Nth degree is irrelevant to that purpose.
