then I just raise the average volume by being louder. average is the inbetween therefore I can set the average by increasing volume

'Average' volume when talking about a boombox is the exact in-between of possible volumes the boombox can play at. The boombox cannot make itself capable of playing at higher volumes, so the average can't be changed.
