They wanted to limit nsfw when they were hardly nsfw memes to begin with. Not every user is into wow wow wubbzy, colomelon, children’s cartoons and anime. Nsfw isn’t a age restrictive setting and imgflip has users of different ages. If your old enough to use imgflip than your likely old enough to watch movies with content I use or pull from. Some nsfw I’ve labeled was for sake of not getting pulled by ppl into children’s cartoons rather than a real nsfw.
