It's not *this* simple for many landlords who are just families with rental bedrooms in their own home or basement units or 2nd homes who put all their money into and earn all their income from rental property, who can't afford the missing payments, but it IS this simple for speculative investors who play the real estate market like a slot machine and price gouge their tenants.
In the middle of the spectrum are a lot of properties owned by small businesses who simply have close shop and hope somebody buys their buildings with tenants they cannot evict.
I don't think the moratoriums are very well done and the renters are often abusing their "rights" even when they have the money to pay and many renters don't think they have to repay the rent in the future.
Many other renters also don't realize that if they don't repay in full, the bill stays on the books and all future applications they make to rent will be rejected because of money owed.
I think deferments, escrows and other emergency systems would be more intelligent than this - for the NEXT pandemic, which WILL happen with more frequency.
And the endless "stay at home cash" people are getting should be tapered down at the same time rental assistance is tapered down, now that the vax is out, because there are many jobs that aren't being filled.
