I believe so but it could have been someone else, to be honest. It's a fairly common argument.
The short version: Countries from all over the world spy and attempt to influence the US... and the US does similarly. While their attempts varies in levels of efficacy, in general, they are not nearly as successful as news media and politicians pretend they are.
That said, it's almost certainly the case that Russia and China as well as countries within the EU and UK are screwing with US citizens online to sway the conversation. We can combat this with factual information on the topic at hand instead of reading headlines and parroting what the news media tells us to think. Just gotta do a little digging is all.
