If I had to pick, I'd say Japanese internment. Locking up Japanese-Americans just because they happened to trace their heritage to the country behind Pearl Harbor. Third place would be the current state of the prison system. For-profit prisons should not exist.

Slaves were legally 3/5 of a citizen. And at least with slavery people were HONEST about blacks not having equal rights.

Plus slaves were granted full citizenship after being freed, so it still counts. First would be Japanese internment if we're strictly talking about people who were considered citizens before the event.
