Honestly, I'd tend to lend more credence to someone with experience than someone who read about it from a text book. That applies to most things... though drug usage is a bit of a grey area. Anyone currently on mind altering substances should have their opinion taken with a grain of salt.
Either way... my personal opinion on marijuana is that it would be mass produced, sold and taxed at rates comparable (or higher - no pun intended) to tobacco products. There are already laws on the books about being impaired while doing various things... but the economic benefits can't be ignored.
